Фонд развития промышленности Астраханской области ввел новую программу «Маркировка товаров» («Внедрение системы мониторинга движения товаров») с целью обеспечения финансовой поддержки предприятиям, внедряющим систему маркировки товаров, являющихся:
— лекарственными препаратами для медицинского применения в соответствии со ст. 4 Федерального закона от 12.04.2010 № 61-ФЗ «Об обращении лекарственных средств»,
— молочной продукцией в соответствии со ст. 3 Постановление Правительства РФ от 15.12.2020 № 2099 «Об утверждении Правил маркировки молочной продукции средствами идентификации и особенностях внедрения государственной информационной системы мониторинга за оборотом товаров, подлежащих обязательной маркировке средствами идентификации, в отношении молочной продукции»,
— упакованной воды в соответствии со ст. 3 Постановления Правительства РФ от 31.05.2021 №841 «Об утверждении Правил маркировки упакованной воды средствами идентификации и особенностях внедрения государственной информационной системы мониторинга за оборотом товаров, подлежащих обязательной маркировке средствами идентификации, в отношении упакованной воды».
Основные условия:
- срок займа – не более 2 лет;
- сумма займа – от 500 000 до 5 000 000 рублей;
- процентная ставка – 1%.
Средства, полученные для финансирования проекта со стороны Фонда, могут быть направлены на реализацию следующих мероприятий:
- приобретение оборудования и инженерного программного обеспечения, для реализации проекта (в размере не менее 70 процентов суммы займа);
- проведение опытно-конструкторских работ (в размере не более 10 процентов суммы займа);
- приобретение у российских или иностранных правообладателей прав на результаты интеллектуальной деятельности (лицензий и патентов), на использование программного обеспечения, указанного в перечне оборудования, которое может быть приобретено в рамках проектов по программе (не более 10 процентов суммы займа);
- разработка проектной документации в рамках реализации проектов (в размере не более 5 процентов суммы займа);
- технологический и ценовой аудит проекта (не более 0,3 процентов суммы займа).
